Argentina Begins AD Probe of Vacuum Cleaners
Argentina recently initiated an AD duty investigation of vacuum cleaners with a self-contained electric motor, with a power of 2,500 watts or lower and a dust bag capacity no higher than 35 litres, except automated vacuum cleaners, classified under NCM 8508.11.00 and 8508.19.00, from mainland China. Argentinean Customs will begin requiring certificates of origin for subject merchandise from 2 February 2018.
Argentina Renews AD Duty Order on Heating Apparatus
Argentina has renewed its AD duty order on electric heating apparatus for household use classified under NCM 8516.29.00 from mainland China. Imports of subject merchandise will face an AD duty of 378 percent for a period of five years.
Canada Makes Preliminary Affirmative AD/CV Determinations on PET Resin
The Canadian Border Services Agency on 16 November made preliminary affirmative determinations in its AD and CV investigations of certain mainland Chinese polyethylene terephthalate resin classified under HTSCA 3907.61.0000, 3907.69.0010 and 3907.69.0090. As a result of this decision, the CBSA will preliminarily assess AD and CV duties on all appropriate entries using the rates shown below.

The Canada International Trade Tribunal has initiated the final phase of its injury investigation to determine whether the dumping and subsidisation of the above-mentioned merchandise has caused injury or retardation or is threatening to cause injury to the domestic industry. A public hearing in this investigation will be held on 12 February 2018 and a final determination is expected by 16 March 2018. Interested parties may also file product exclusion requests with the CITT by 15 January 2018.
Argentina Moves to Final Phase of AD Probe of Ceramic Sanitary Ware
Argentina has moved to the final phase of the AD duty investigation of mainland Chinese ceramic water closet bowls, flush tanks, pedestals, washbasins and bidets classified under NCM 6910.10.00 and 6910.90.00. No provisional AD measures have been imposed of subject merchandise, however.
Argentina Issues Results of Anti-Circumvention Probe of Spectacle Frames
Argentina has determined that imports of certain frames and mountings of spectacles classified under NCM 9003.11.00 and 9003.19.10 from Taiwan that are exported to Argentina by mainland China’s Roring Industries (Xiamen) Ltd. and Hong Kong’s Everife International Limited are not circumventing the AD duty order on subject merchandise from mainland China.
Mexico Issues List of AD duty Orders Scheduled to Expire in 2018
Mexico has announced that the AD duty orders on the following mainland Chinese products are scheduled to expire in 2018.
- steel chain with welded links classified under HTSMX 7315.82.02 (12 June 2018 deadline for renewal requests)
- high-carbon ferrosilicomanganese classified under HTSMX 7202.11.01 (21 August 2018 deadline for renewal requests)
