Argentina Unveils Standards for Flat Board Furniture
Shortly after announcing framework technical requirements setting forth minimum standards for furniture sold in the country, Argentinean authorities have unveiled specific quality and safety technical requirements for flat board furniture. Subject merchandise includes furniture made from particleboard, fibreboard, dry-process fibreboard, hardboard, plywood, coated board and certain other board. Excluded from these requirements are furniture made from flat board accounting for 70 percent or less of the total surface area of the product, products manufactured by unit in an artisanal way, and products manufactured in annual quantities of less than ten identical units.
In addition to complying with the previously announced general requirements for furniture, subject merchandise must be resistant to abrasion, dry heat, cracking, stains, water vapour, impact and scratching. The regulation also includes provisions on adherence, formaldehyde content/emissions and volatile organic compound content but specific details regarding maximum concentrations are not provided. These requirements will enter into force on 19 December 2018 and importers will be required to mark or label their products – and provide a product information card whenever applicable – no later than 21 August 2019 in accordance with all relevant requirements.
Compliance with the aforementioned requirements must be accredited via a sworn product declaration filed through the Integrated Commerce System (SISCO). Argentina’s Commerce Secretariat may require a product sample for testing purposes and, beginning on 18 April 2019, it may also require supporting technical information on subject merchandise. Sworn product declaration applications will normally be processed within 15 days and will be valid for a period of 180 days from their date of issuance, unless extended.
Argentinean authorities will provide additional information on the specific labelling, product information card and sworn product declaration requirements in an additional regulation to be issued within the next three months. Beginning on 21 August 2019, subject merchandise must be accompanied by the following information during the first commercial operation following importation or domestic manufacture: (i) SISCO product code and product description, or (ii) physical or digital copy of a duly accepted and valid sworn product declaration.
