VIETNAM: Self-Issued Certificates of Origin Mandatory for EU GSP Exports from 2019

From 2019 onwards, all companies exporting to the European Union (EU) under the terms of the Generalised System of Preferences (GSP) programme will be obliged to self-issue Certificates of Origin (COO) for their products in order to qualify for the relevant preferential tariffs. At present, only exporters with an approved tax and customs compliance track record and an annual turnover of at least US$10 million are entitled to issue their own COOs.

Post-2018, the onus will be on exporters to comply with the mandatory criteria for determining the origin of goods with no government assistance. According to the Ministry of Industry and Trade, however, all exporters will be held liable for the accuracy and authenticity of said COOs.
